County Council Approves Resolution to Designate Economic Development Area

The Clinton County Council unanimously approved a confirmatory resolution Tuesday morning that would allow them to designate an economic revitalization area.

“The council approved a 25 percent five-year each for Co-Alliance which is now called Keystone Cooperative after their recent merger to help defer some of the costs for improvements at their fertilizer hub in Scirleville,” said Clinton County Council President Alan Dunn. “That is a major hub that’s used region-wide not just for Clinton County farmers but all across central Indiana.”

Dunn added he is quite happy about the deal they were able to make.

“They’re making a sizeable investment,” said Dunn. “We like to partner with people who like to invest in Clinton County. We reached out with of an olive branch of a 25 percent tax abatement that passed. We hope that they will consider us for their future projects which we expect to be bigger than this $8 million investment.”

Keystone Cooperative is the former Co-Alliance company that made this deal before they merged with Ceres Solutions.

The council also acknowledged the receipt of the 2024 TIF (Tax Increment Finance) Management Annual Report of the Redevelopment Commission that was prepared by Baker Tilly.

The council also received information about a mew mobile home legislation that came essentially from Senate Bill 183.

“We’re gonna have to do some homework and think through what the impacts would be,” said Dunn. “The long and the short of it is where this is one of those situations where it costs about as much as the tax that we received in the tax and does it make sense to continue to do that. But, on the flip side, if we say we’re exempting that group of taxpayers, that kind of rubs me personally the wrong way that we’re saying everybody has to pay their fair share except for this one small group.”

Clinton County Assessor Jada Ray said this legislation involves about 312 mobile homes and that those individuals contributed $40,973 taxes a year to the county.

The county needs to make a decision on that by July 1.
