INDOT Public Hearing for Added Travel Lanes for Interstate 65 Has Been Cancelled

The Indiana Department of Transportation (INDOT) announces the public hearing scheduled for Wednesday, March 18, 2020 for the proposed Interstate 65 (I-65) Added Travel Lanes from State Road (SR) 32 to SR 47 project (Des. No. 1802967) has been canceled upon receiving guidance from the Indiana State Department of Health.

Project documents associated with the public hearing including the formal presentation will now be available as an online voiced presentation beginning Wednesday, March 18, 2020 on the INDOT Crawfordsville website (https://www.in.gov/indot/2701.htm). A copy of the presentation slides and supporting materials will be available for viewing and download. Persons with limited internet access and/or those interested in receiving a hardcopy version of the presentation materials are encouraged to contact Monica Del Real of American Structurepoint (317) 547-5580, [email protected].

The purpose of this notice is to offer an opportunity for interested persons to review and comment on the environmental documentation and related materials which include the identification of a preferred alternative. INDOT encourages the public to submit comments regarding this proposed improvement to add travel lanes on I-65 from SR 32 to SR 47 project and have those comments entered into the official public record for review and consideration.

Upon review of the documentation provided on the INDOT Crawfordsville website interested persons may submit comments and/or request the public hearing be rescheduled. If a rescheduled public hearing is determined to be in the best interest of the public, a notice will be advertised with the date, time, and location. Otherwise, any comments or materials received for the record will be considered in the decision-making process.

The need for this project is based upon the 2033 forecasted traffic and decreasing level of service (LOS) within the project area. The purpose of this project is to maintain an acceptable LOS (LOS C or better) along I-65 between SR 32 and SR 47.

The proposed project includes the addition of travel lanes along I-65 within the roadway median from 0.82 mile north of SR 32 to 0.60 mile north of SR 47. Due to the widening of I-65 to the median, the I-65 to Lafayette Avenue left-hand exit movement can no longer be accommodated and will be removed. A new right-hand flyover ramp will be constructed. The twin bridges carrying I-65 over Prairie Creek (I65-142-05571 BNBL and I65-142-05571 BSBL), located north of US 52, will be replaced (Des. No. 1902059 and 1902060) with single span hybrid bulb tee beam bridges. In addition, the single span concrete arch bridge over Prairie Creek (I65-141-03143C) will be widened.

The proposed project is anticipated to require acquisition of approximately 4.5 acres of new permanent right-of-way. A noise analysis was completed for this project and noise abatement was determined likely, but not guaranteed, at one location. The maintenance of traffic (MOT) for this project will require a Traffic Management Plan (TMP) due to the significance of the project, including the closure of an exit ramp. The TMP is currently under development and MOT updates will be broadcast to the public by the INDOT communication team.

INDOT is soliciting comments for the I-65 Added Travel Lanes from SR 32 to SR 47 project and encourages the community to participate. The official public comment period for the CE began on March 3, 2020 and will end on April 2, 2020. INDOT respectfully requests that comments be submitted or postmarked by that time.
