
Superintendent Dr. Jim Hanna provided updates on district operations, noting continued collaboration with the Indiana School Boards Association to maintain alignment between Rossville policies and state requirements. The Board emphasized the importance of keeping policies relevant to support effective governance and administrative practices.
Personnel Changes Approved
Board members Joe Hufford, Nathan Root, and Brent Michael voted unanimously to approve a series of personnel recommendations. The Board accepted the resignation of Mrs. Brenda Loveless, Secondary Mathematics teacher, effective immediately.
To fill the vacancy, Mr. Hammons recommended Mrs. Amy Schoon for the Secondary Math position for the 2025–2026 school year, beginning November 3, 2025, with a prorated salary of $52,000.
Additional appointments included Brooklyn Morris as a district substitute and several athletic coaching positions, including Brent Tonsoni (Grade 3 Boys Basketball), Tommy Dillingham (Grades 2–3 Boys Basketball), Shelley Mitchell (Grade 5–6 Cheer), Brianne Haupert (6th Grade Girls Basketball), and Dylan Lynch (Middle School Wrestling Volunteer).
The Board also approved Mrs. Sierra Hall as a homebound instructor for an RMHS student, serving two days per week.
Policy Updates and New Additions
The Board conducted a first reading of several policy revisions and additions, including:
Section 3030 – Nepotism (Revised)
Section 4322 – Habitual Truancy (Revised)
Section 4540 – Equal Access – Non-School Sponsored Student Groups (New)
Section 6120 – Threshold for Material Loss, Shortage, or Theft of School Funds or Property (Reviewed)
Section 6130 – Collection and Forgiveness of Debt (Revised)
All policy items were approved unanimously.
Donations Strengthen Student Programs
The Board expressed appreciation for several community contributions that continue to enhance Rossville’s academic and extracurricular programs:
Charitable Keystone Foundation – $600 for FFA
Fraternal Order of Police – $1,000 for Athletics
Rossville Area Lions Club, Inc. – $2,000 for Wrestling
Frankfort VFW – $500 for the Music Program
The Kreps Family – $1,500 for Music and $250 for Band and Choir Departments
Dr. Hanna thanked these organizations and families for their continued commitment to supporting Rossville students.
Financial Matters and Teacher Compensation
The Board discussed the district’s Teacher Compensation Ratio, a state-mandated measure requiring at least 62% of tuition support funds to be spent on teacher pay. Rossville Schools reported 60.47% for fiscal year 2025, slightly below the threshold. In compliance with Indiana Code 20-28-9-28, the district publicly acknowledged the variance and will post the required notice to its website within 30 days.
A public hearing was also held regarding additional appropriations to the 2025 Education Fund totaling $100,000. The hearing was properly advertised in The Times and Carroll County Comet.
Surplus Equipment Declared
The Board approved the declaration of various unused items as surplus or obsolete, allowing for their lawful disposal in accordance with state guidelines.
