Students Reminded About New Lifeline Law Protections

As college football season moves into full swing and with homecoming events planned on Indiana’s university campuses, the Indiana State Excise Police are reminding students and families about recent changes to the state’s Lifeline Law. The law, which went into effect on July 1, offers further protections for students who seek help during alcohol-related emergencies.

Under the revised law, people under the influence can get help during an emergency without fear of punishment for underage drinking or public intoxication.

“Public safety is one of my top priorities, and that includes the wellbeing of students on our university campuses,” said Gov. Mike Braun. “Students should know that if there’s an emergency, they should seek help immediately without fear of legal consequences.”

The law’s expansion was driven by college student leaders across Indiana.

“In Indiana, we take the well-being of students seriously,” said Chase Witsman, president of the Student Government Association at Indiana State University. “The Indiana Lifeline Law promotes students getting students help in times of need, without the fear of getting in trouble.”

Excise Police will be present on campuses statewide this fall, working alongside university officials to support prevention efforts and reinforce the importance of responsible decision-making. Excise officers will continue working with campus partners throughout the fall semester to promote awareness of the new Lifeline Law and encourage students to make safe and legal choices during their campus-life experiences.

“We want students to know they can act in the event of an emergency,” said Indiana State Excise Police Superintendent Dave Miller. “This law is about saving lives, rather than punishing people for seeking help. Our presence on campuses this fall also is intended for education and to support campus public-safety efforts through prevention—along with enforcement as needed.”

Excise Police officers are the enforcement division of the Indiana Alcohol and Tobacco Commission. While Excise Police officers enforce all state statutes, they focus on laws related to alcohol, tobacco, and other regulated substances. Excise Police officers aim to promote safety by focusing on education and prevention—especially in youth and campus settings.
