Traffic Stop Leads to Search Warrant, Narcotics Arrests, and Child Endangerment Investigation

At approximately 12:27 AM on July 22, 2025, Deputy Lewis Duke of the Howard County Sheriff’s Office conducted a traffic stop in the area of Sycamore Street and Berkley Road for a vehicle with a non-functioning headlight.
The vehicle, a blue Honda Civic, was being driven by Sidney Brown (age 30). During the stop, Deputy Duke detected the odor of marijuana, which led to a probable cause search of the vehicle. The search resulted in the discovery of suspected methamphetamine and marijuana. Brown was taken into custody and transported to the Howard County Jail without incident.
During the course of the investigation, deputies obtained information indicating additional illegal substances may be located at a residence in the 600 block of North Dixon Road, where two juvenile children, a female age 11 and another female age 9, were reported to be present along with an adult male, later identified as Dakota Jourdan (age 34).

A search warrant for the residence was authorized by the Honorable Judge Lynn Murray of the Howard County Circuit Court at approximately 1:20 AM. Deputies executed the warrant at 1:32 AM. Upon making contact, deputies heard what sounded like the slide of a handgun being racked. Moments later, Jourdan opened the door and was detained without incident. A loaded handgun was located nearby inside the home.

Deputies found both children in the downstairs living area. A search of the residence revealed multiple firearms, ammunition, suspected methamphetamine and marijuana, drug paraphernalia, a digital scale, and cash. Many of these items were found unsecured and within close proximity to the children’s room.

Based on the evidence, deputies determined the residence posed a significant risk to the safety and well-being of the juveniles. The children were released to the care of a family member, and the Department of Child Services was notified.

As a result of the investigation, Sidney Brown has been charged with:

• Possession of Methamphetamine, Level 6 Felony

Dakota Jourdan has been charged with:

• Dealing in Methamphetamine, Level 2 Felony

• Possession of Methamphetamine, Level 4 Felony

• Unlawful Possession of a Firearm w/ prior Felony Conviction, Level 5 Felony

• Neglect of a Dependent, Level 6 Felony

• Possession of Marijuana, Class B Misdemeanor
