The Rossville Consolidated School District (RCSD) has been awarded a $150,112 grant from the U.S. Department of Justice, Office of Community Oriented Policing Services (COPS Office) through the 2025 School Violence Prevention Program (SVPP). Director of Technology Dustin Shadbolt and Chief of Police Tommy Dillingham of the Rossville Consolidated School District Police Department jointly prepared the successful grant proposal.
This project aligns with the COPS Office’s mission to advance public safety through community policing and school safety initiatives. The funding will be used to upgrade critical door infrastructure in three high-occupancy areas of the district’s educational facilities: the main gymnasium, auxiliary gymnasium, and lunchroom. These areas, which frequently accommodate large student gatherings, are among the most important locations to secure during emergencies such as active threat events.
“Safety is our top priority,” said Dr. Jim Hanna, Superintendent of Rossville Consolidated School District. “This award reflects the dedication of our staff and school police department to ensuring that modern, reliable security measures protect every student and employee.”
The project will implement state-of-the-art security doors and intrusion-resistant locking mechanisms designed in accordance with the Partner Alliance for Safer Schools (PASS) recommendations — nationally recognized best practices for K–12 physical security. These improvements will enable rapid lockdowns and prevent unauthorized access during a threat, buying critical time for students and staff to shelter safely until law enforcement arrives.

Chief Tommy Dillingham added, “The Rossville Consolidated School District Police Department is committed to proactive prevention and preparedness. This project enhances our ability to respond swiftly and effectively while supporting our shared mission to protect students and staff.”
The School Violence Prevention Program (SVPP) provides funding to improve school security and on-campus safety through evidence-based programs and technology. This grant will directly support RCSD’s goal of preventing school violence and strengthening the safety and resilience of the district’s facilities.
